Blizzard is worth more in your hands than in a trade window. Its trading value is low, yet it covers grinding, PvP, Raids, Sea Beasts and Sea Events. If someone offers it cheaply and you need a fruit to actually use, we would take the deal.

Farming is where it feels easiest. You get Elemental Reflex and a flight move, the AoE is large, and nothing in the kit knocks mobs far away. The [F] ability can be sustained indefinitely against NPCs that have no way to cancel it. [V] covers a huge area and can be spammed, and one move does enough continuous damage to be a favourite for Ship Raids.

In PvP, most moves break or quickly drain Instinct, and there are several stuns. The weakness is tempo: moves are slow, many need to be held to deal full damage, and a fast opponent simply walks out of them. It is hard to use in air fights, and many players rate Lightning and Buddha above it among Legendaries.

Plan for the mastery grind. The requirements match Lightning and Phoenix, and First Sea or early Second Sea players will struggle to unlock the moves. For a cheaper snow-and-ice start, there is Ice.
